Overview

myS8 simplifies Section 8 housing with its all-in-one platform that connects tenants, landlords, and housing authorities. Built by someone who has walked in your shoes, the platform was founded by Julian Covarrubias, who spent years working directly in the Housing Authority system as a Caseworker with the Los Angeles County Development Authority (LACDA) and later as an Inspector, supporting both landlords and tenants on the ground level.

That hands-on experience revealed the broken pieces in the housing process: disconnected systems, slow communication, outdated tools, and overwhelming red tape. Landlords were confused. Tenants were frustrated. Housing Authorities were overworked. myS8 was built to fix it with technology that is smart, simple, and aligned with how housing actually works.

Background

Section 8 housing in the United States is one of the most critical yet administratively complex programs for affordable housing. Managed by the Department of Housing and Urban Development (HUD) and administered locally by Public Housing Authorities (PHAs), the program connects low-income tenants with private landlords, with the government covering a portion of the rent.

Despite its importance, the process has historically been burdened by paper-based workflows, slow communication between parties, lack of real-time property search tools, and a significant disconnect between tenants, landlords, and housing authority caseworkers. Julian Covarrubias identified these systemic failures firsthand and set out to build myS8 as the modern technology layer the Section 8 ecosystem had long needed, serving tenants, landlords, and housing authorities nationally across the USA.

Project Objectives

The collaboration with myS8 aimed to:

• Build a cross-platform mobile app using Flutter and Dart that connects tenants, landlords, and housing authorities in a single, streamlined platform.
• Implement advanced ArcGIS mapping integration with real-time property search, dynamic markers, clustering, and jurisdiction boundary visualization.
• Develop housing search filtered by Public Housing Authority jurisdiction, enabling tenants to find compliant Section 8 properties in their area quickly.
• Create in-app chat, free listing tools, quick applications, and PDF-sharing tools to streamline communication and reduce administrative friction.
• Ensure PHA compliance through precise jurisdiction boundary mapping and regulatory disclaimers built directly into the platform experience.
• Build a scalable architecture capable of supporting future expansion to additional regional markets beyond Los Angeles.

Challenges

The development of myS8 surfaced significant technical and operational challenges that required careful architectural planning:

• Disconnected Housing Systems: The Section 8 ecosystem relied on fragmented, outdated tools with no unified platform connecting all three user groups (tenants, landlords, and housing authorities) effectively.
• ArcGIS Integration Complexity: Implementing advanced ArcGIS integration required secure API key management with real-time validation, multi-style basemap support, and seamless portal item integration for loading maps from ArcGIS Online.
• Real-Time Property Search: Building a Zillow-like continuous search system required enabling real-time property loading based on map movement and zoom, with smooth viewpoint tracking and debounced searches for optimal performance.
• Jurisdiction Boundary Mapping: The Los Angeles Jurisdiction module required precise boundary mapping using 40 or more coordinate points, PHA compliance disclaimers, and synchronized boundary visualization across multiple app screens.
• Graphics and Performance Optimization: Implementing a graphics overlay system with dynamic property markers, clustering, custom symbols, and a dynamic legend system required significant optimization to maintain performance and visual clarity.
• Multi-Role Platform Design: Supporting three distinct user roles (tenants, landlords, and housing authorities) within a single platform required carefully structured navigation, permissions, and tailored workflows for each user type.
